Is there a clearinghouse, or where can I find a consistantly updated
list of RPF's (request for proposals), preferably in the public safety
arena? We are a new GIS software LLC focusing on demand management and
looking for potential customers. Thanks.

The clearing house for Federal RFPs is the new Federal Business
Opportunities site. It replaces all of the old online federal RFP
sites, the venerable Commerce Business Daily, for all procurements
over $25,000.

"FedBizOpps.gov is the single government point-of-entry (GPE) for
Federal government procurement opportunities over $25,000. Government
buyers are able to publicize their business opportunities by posting
information directly to FedBizOpps via the Internet. Through one
portal - FedBizOpps (FBO) - commercial vendors seeking Federal markets
for their products and services can search, monitor and retrieve
opportunities solicited by the entire Federal contracting community."

On the state level, the best starting point is the National
Association of State Procurement Officials. I'm giving you the link
that goes straight to a list of all the states, their websites, and
their official contacts.

The International Association of Police Chiefs has a great page of
links which

criminal justice related grant funds (technology and non-technology
topics). While not all of the sources have current funding
opportunities, they should be checked periodically for new

Since public safety and criminal justice are often closely linked, I
took a final look for searchable RFP databases in CJ and struck gold
with the CJIS group. While it's a pay service, they do have a free
trial:
