Questions on huge topics that offer tiny fees often go unanswered. I
suggest that you either greatly reduce the scale of your question or
greatly increase the fee. Preparing a decent answer to this question
would take hours, if not days.

Should we have the same system like Europe ,where you do not pay for
health services?

Try getting ill in the UK
- If you are at death's door - you'll probably be Ok
  If not you just stand in a long queue - unless you have private insurance

Also in Europe we do pay for 'medical insurance'
- first via taxes
