Is there any affordable route optimization software or online service
for small businesses that allows you to enter in multiple destinations
for deliveries and it spits out the fastest route?

I don't know about packaged software.

But you are welcome to check with the Los Angeles Unified School District
to see if you can use their $15 million dollar dispatch system.

They're not using it. Perhaps someone should.
