I want to give users of my site (a large newspaper) the option to have
their blogs in my site. However, I am not interested at developing
this service, or hosting it in my servers. I am searching for a
service, that will do this for me. This service must have the
following qualifications:

1. It should host its servers in the US. 
2. It should be able to handle a large amount of traffic.
3. I should be able to administer the users (create, update, delete).
4. It would be great if it can filter profanity automatically.
5. I need to be able to devide the blogs into categories
6. I need to be able to download the list of users and their details
in some sort of a known format from time to time for my internal uses.
7. I want to give the blogs my own site design.
8. The blogs should be secure, so that no one can harm or hack the blogs. 

An answer that will suit my needs perfectly would be tipped extra 10$!

I found one solution that is pretty close to what I need. It is called
"Manila" (http://manila.userland.com/hostedManila) and it answers many
of our needs. I am still looking for similar solutions, for a
banchmark and good consumer behaviour...

I need to choose by tomorrow, so after that - answers will be useless for me.
