proxies *that works*?

Note: please don't indicate to me the usual useless lists of proxies
that don't work

Johnny Long, famous good-guy hacker, provides just one link to an http
proxy and socks database.  I presume that he (and perhaps his
community of users) thinks it's the best, which makes it a good place
to start in my view.
