Can I import a custom field I created in a Comma Seperated Values file
into the notes field in Microsoft Outlook Contact(s)?  If yes, how?

Yes i think you can.
I hope you are using the Import and Export options from File menu in
outlook. Using this option, just follow the Import Export wizard.
Before you finish importing, there is an option called "Map Custom
Fields ..." Just drag drop your custom field from "From " list box to
"To" list box over "notes" field listed in "To" list box.
