Are DUI/DWI's public record?  Where is information listed for public
to view on some one else??

Yes DUI are public records as they can be viewed on the NCIC

Incorrect. NCIC is not a publicly accessible database. I know; I have
been a certified NCIC terminal operator for almost 25 years now. The
information obtained via that terminal is considered priviledged and
there is a 5 yr/$5000 penalty for misuse of the terminal or
unauthorized release of that information.
