I am interested in developing a 20 acre parcel of land into a small
subdivision.  Can you give me an all inclusive time line / punch
list for land development much like a General Contractor time line
for new house.
 
I will be doing much more research but I want a list which mentions
each of the "projects" that I will need to hire subcontractors for.
Extra Tip if you can point to resources that list average (or any)
costs for each of the items on the punch list for land development.

Sorry to be so brief.

I am not worried about the zoning and actual subdivision process which
will determine how I can use the land.
I will be using city water and sewer.

I am more interested in finding out the process of actually developing
the land (once okayed through all of the regulatory bodies).

For example:
Clear and grade the lots, install sewer, water main, electrical ....

With more detail of course.

Yes, that looks very useful, if you are developing in Michigan.

Starting with the question of what your local building code says about
the number of lots you can develop, virtually everything you want to
know will depend on where the 20 acres are.
If you can be as specific as possible about this (also if you already
know how many lots you can create), someone may be able to start the
ball rolling.
They would also need to know how sceptic and water/power supply will be handled.
