which can save a grat many people from ill effects of the vaccine if
they were to be mass vaccinated.
RESEARCH QUESTION: I would like the name of the "exact" official in
Homeland Security Offices in Washington DC to whom I can present this

The official should be the exact one else the material can be lost in

I would like the name or names, designation, phone and fax and email,

Hi aryaone and thanks for the question.

I will sumarize the extracts from the websites I have listed below.

Infact it is the newly created "Office of Public Health Preparedness"
that has responsibility for "BIOTERRORISM PREPAREDNESS PLANNING"
The President and the Congress have already taken steps to acquire a
national supply of smallpox vaccine (1) the man responsible for this
was Dr. Donald Henderson (2) who was appointed director of the newly
created Office of Public Health Preparedness Nov 2001 (3) In May of
this year Dr.Henderson was succeded by Jerome M. Hauer (4)

Whilst Jerome M. Hauer is the current director of the OPHP,
Dr.Henderson was the man who initially managed to secure the $500
million for the purchase of the smallpox vaccine, and Dr.Henderson
(whilst no longer director of the OPHP) is still the principal science
advisor. I would suggest that you approach both gentlemen with you
proposal. Their contact details follow...

To contact......Jerome M. Hauer
Phone..........:202-401-4862
Fax............:202-690-7412
E-mail.........:Jerome.Hauer@hhs.gov
Location.......:200 Independence Ave., S.W., Room 636-G, Washington,

To contact......Dr. Donald Henderson

(1)“The President and the Congress have already taken steps to acquire
a national supply of smallpox vaccine and ensure that by the end of
fiscal year 2002, the National Pharmaceutical Stockpile will contain
sufficient antibiotics to treat 20 million people against diseases
such as anthrax, plague and tularemia. The President's Budget for 2003
provides $650 million to carry the process of enhancing the National
Pharmaceutical Stockpile even further through”

(2)“Thompson was accompanied at the hearings by Dr. Jeffrey Koplan,
director of CDC, and Dr. Donald Henderson, the former CDC
epidemiologist who went on to head the successful World Health
Organization campaign to eradicate smallpox.
Henderson has persuaded the Bush administration to add $500 million to
a $350 million Clinton administration program to buy a national supply
of smallpox vaccine in case the deadly virus falls into the hands of
terrorists. He now serves as director of a new Office of Public Health
Preparedness. “

(3) “HHS Secretary Tommy G. Thompson today named Donald A. Henderson,
M.D., to serve as director of a newly created Office of Public Health
Preparedness, which will coordinate national response to public health
emergencies.“
http://www.hhs.gov/news/press/2001pres/20011101a.html

(4) “HHS Secretary Tommy G. Thompson announced today that Jerome M.
Hauer will serve as director of the Office of Public Health
Preparedness (OPHP), taking over from Dr. D.A. Henderson, who will
continue to serve as principal science advisor to the secretary for
public health preparedness and chairman of the Secretary's Council on
Public Health Preparedness. Henderson had agreed to serve as OPHP
director for six months when the office was created last year. “

Additional:The Department of Homeland Security´s role is to coordinate
defenses and the actual task of combating bioterrorism is that of the
Office of Public Health Preparedness.
The Department of Homeland Security:
"The Department would unify our defenses against human, animal, and
plant diseases that could be used as terrorist weapons. The Department
would sponsor outside research, development, and testing to invent new
vaccines, antidotes, diagnostics, and therapies against biological and
chemical warfare agents; to recognize, identify, and confirm the
occurrence of an attack; and to minimize the morbidity and mortality
caused by any biological or chemical agent."
