Is there a graphics package that will let me draw a free-hand line
(like a scribble involving loops, curves, straight lines etc) and have
text flow along that line? I can find plenty that let me do arcs or
circles, but not a 'freehand' line.

I was able to find the following products that allow this functionality:

Paint Shop Pro

Search Strategy (on Google):
