I am sure you didn't intend it, but there is a trick in your question:
 "reported falls down stairs ...".  Reported to whom?  Maybe recorded
in hospital statistics of injuries treated as a result of such falls? 
But those may not included the immediately fatal incidents.

Lots of pre-schoolers learn about stairs the hard way - and survive
with just bruises.

Perhaps you could clarify.

Good point...I guess I mean deaths recorded by hospitals following on
from the fall, due to head injury and internal bleeding.
