What is quickest and most cost effective way to get listed with Google?

Hi harmonysgrandma and thanks for your question,

  As mentioned in the comment, Google does not have a paid service for
including your site in the database. Submitting your site via the form
at ://www.google.com/addurl.html does not ensure listing. If your
site is listed, it normally takes 4-6 weeks.

  The Google AdWords program (http://adwords.google.com) is a paid
service which ensures your site listing comes up in a box for keywords
you specify.

To ensure a high ranking in google, you should have a lot of incoming
links. ie. lots of sites linking to your site.

The best way to understand Google's mechanism is to visit
://www.google.com/webmasters/index.html and go through the reading
material thoroughly

Very good answer. However, I wanted a little more specific information
such as how does some of the sites get listed at the very top. Maybe
more technical help. I am new at submitting websites and I am trying
to locate help in doing so. Thank you for the timely answer.

Just submit via their submission service. 
Google don't have a paid for accelerated submission route like Yahoo! do.

Any one who claims to do it any faster goes through the same process.
Alternatively you can pay for ad space which is more or less instantaneous.

Google does indeed have an add url form but as was stated by other
researchers this does not insure you being added. I work for clients
marketing their websites and often myself don't even use the add url
form as I know it does not really ensure anything without other links.
And if you have sufficient links to your site Google will add it
automatically as they spider the other sites that have you listed.
Google's technology scores pages to determine their worth and rewards
those that get linked from important pages with a higher page rank and
a higher chance of getting listed. That is really the quick way in.
Not going to the form and submitting as that often does nothing or
just adds you temporarily. You need high quality links. You probably
know the industry you are in. What are the highest quality sites?
Yahoo? Dmoz.org? Industry specific? You should try to get listed in as
many as possible. Yes Yahoo does cost money but is probably worth it
for most businesses. It is $299 a year for most businesses. Dmoz.org
is free but you are not guaranteed a review and some categories have
overworked or even no volunteer editors. Look around in your industry
for other links and maybe swap links with them if possible.
