how are the freaking US time zones setup?  For example...in Oregon,
why is it the northern 4/5 of Malheur county?
(http://en.wikipedia.org/wiki/Time_zone).  In Florida on the
panhandle, it seems to be split at the Apalachicola River.

So in summary, what determined where the time zones are?
