What is the hourly wage of non-skilled english speakers in india, the
phillipenes, pakistan, china and argentina?

I think the answer will come from a single source. If not I will give a bigger tip.

I mean 2 things by low skilled: The person doesn't speak great
english. The person also doesn't have marketable skills such as a
doctor, computer programmer, etc. I am looking for the lowest paid
people who speak a little english.

HI,
perhaps you can define more clearly what is meant by "low skilled [or
"non-skilled"] english speakers".
Do you mean persons with low skills in speaking English who are using
English in their work? Would that include taxi drivers?
Or could it mean low skilled persons who happen to speak English?

I am not trying to be cute or difficult, just think that you will have
a better chance of getting the answer you want if you can explain.

I thought that we abolished slavery years ago.

The answer is almost certainly India - it is a (or the) common language
The Philipines speak Tagalog, Spanish and English
Pakistan is a good good bet but smaller so the 'Swahili' is less necessary
China - well English speakers are at a domestic premium
Argentina - I'm not sure about, but smart ones will just evaporate

Much depends on what you want them for
