I'm interested in receiving an exhaustive list of proven game
development companies in these territories that can meet the
outsourced needs and quality levels of North American based game
developers. I'm primarily interested in art houses.  Hot spots as far
as I understand are (in no particular order), Russia, China, Hungary,
Thailand, Vietnam, but please do not limit the search to this list.

List of services interested in:  High poly modelling, animation,
motion capture, texturing, CG movies and general game art development
using next-generation techniques (normal mapping, etc.)

A good start would be a listing of Game Developers. I can't filter out
the eastern developers, but they shouldn't be too difficult to find
amongst the 395 companies listed here:
