First of all, I am NOT looking for a PPC bid management software.

What I am looking for a software tool that I can use on MY website that
will allow me to CREATE A PAY PER CLICK system for my own clients.

That is, when I have 1000 clients all wanting to be the 1st player on
a list, I need a PPC software that can manage all of this for me,
create and automate such a system so it "manages itself" and the
hightest bidder comes to the top of the list.

Can you direct me to a location where I can learn about such software?

I think what you need is an application for your webserver, here is
one I use on my IIS server.  It's fast and uses ASP, it does cost 100
dollars, but if you have 1000 clients already you'll make that back in
a flash.
