I'm looking for computer software that will edit digitally recorded
television and allow the result to be burned to dvd for playback in
any dvd player.

Hi,
I am assuming you are looking for Windows compatible software, but I
will mention Macintosh and Linux solutions also.

You have 2 options:
1) Freeware. You will need 2 or more indiviual tools to get the entire job done.
2) Commercial software with prices that can range from a few 10's of
dollars up to hundreds and even thousands for professional software
packages. Many of these options have 30 day trials or limited
functionality.

Freeware:
Windows Movie maker will edit your captured video (WinXP only -
installed by default).
