Mongolia-ga, In a word - no. It is not against the UK law to burn the Union Jack. How and where you do it may mean you commit other criminal offences such as public order offences, littering, or if the flag belongs to some else it would be criminal damage. But on its own, the act itself is not a criminal offence.
