Hello grthumongous, This quote is misattributed to Norman Schwarzkopf, as well as to Donald Rumsfeld and Ross Perot. The real speaker was Jed Babbin, a deputy undersecretary of defense from the first Bush administration. The full quote is "... you know frankly, going to war without France is like going deer hunting without an accordion. You just leave a lot of useless noisy baggage behind."
