Check if you have been assigned an IP number from your ISP:
Windows Xp/2000
Start -> Run -> CMD -> type: ipconfig

Windows 98/ME
Start -> Run -> type : winipcfg

Make sure you have been assigned an IP number.

If the results are 0.0.0.0 this means you have not established a
connection to your ISP.

CRITICAL RESOURCES ARE MISSING (bITMAP:SYSTEM MENU) also another
message "ini.file" what does it all mean.

here are some troubleshooting steps that may help:
-try an anti-virus scan as well as a spyware scan. your browser may be hijacked.
Use all these three programs to get rid of spyware:
1. Microsoft anti-spyware (beta)
2. Spybot Search and Destroy
3. Ad-Aware SE

-download and re-install internet explorer or update it
-Reinstall windows as a last resort
