I have try western union many time before, however their services is
inconsitency, what i mean is for example, they charge me $10 service
fee for sending $200 to Vietnam but $24 service fee to Canada for the
same amount. I thought it would be cheaper to send money to Canada.
ANyways, I want to send money the cheapest way in fast amount of time.
It doesn't need to be instant, 1 day or 2 day delay is max allow
though.

Ok. Western Union is not cheap, is not the good solution. You can use:
1. Money Order - The bank from here makes the mo for free, the bank
from who you the money takes a little fee.
2. Postal Money Order (SSDN)
3. Travelers chechs
4. Same account with the person with give money to
5. Regular check
6. Bank Transfer (Bank One takes 20$ for any amount of money) (Harris
Bank about 45$ for transfer)

all the solutions u have mention probably require more than 2 day for
the person to receive the money. Plus I dont want to risk mailing
money order/check/traveler check cause i afraid it will be lost.

Please be more specific.  Would you like the recipient to physically
go to a location to pick up cash?  Or can the money be wired to an
account.  Also, is there only one individual in each country to whom
you wish to send money?  If so the situation becomes much easier and
cheaper.

to clarify, yes i would like the recipient to recieve cash. Wire
transfer is too expensive cause i have done it before. I think they
charge me 45 for 300 dollar transfer and the received person have to
pay 10 dollar fee also. Yes there is only 1 individual i would like to
send in each country. Thanks

If you have the ability to open a bank account in this country and you
are sending money home to someone you trust, (such as your mother, for
instance) I suggest that you:
Open an account in your name
Send them your ATM card and your passcode
deposit the money in your account
Instruct them to withdraw the money.

Option 2:

Open a bank account in your name
Go to www.checkfree.com
Pay "bills" (send money) online...electronically (This would require
that your recipient also has a bank account.

If you don't have the ability to have a bank account, make friends
with an American who will cosign with you!
