Hi,

I am wondering how an internet user of GOOGLE can use GOOGLE to find
out the owner's name of a vehicle when one has the plate number and
State which is on the vehicle's license plate?

With the restriction of google being
the source, the answer is, you cannot
find out the owner's name of a vehicle
when one has the plate number and State
which is on the vehicle's license plate.

UNLESS... on some resource on the net
this person has given the info, or another
party has given the info and correlated
it to the owner already.

Then, if this is the fact, you put in the
license plate and name in google.com like this:
"LIC-PLT1" +statename

The quotes are necessary.

Greetings!

To find the name and address of a person based on their licence plate,
you need to contact the Division Of Motor Vehicles for the state the
vehicle was registered in.  Each state has different laws regarding
the dissemination of that information.
