I'm interested in learning about the legality of promoting an online
poker tournament in Los Angeles (it will be a university campus area).
 I will promote it with flyers, posters, and word-of-mouth, with
information like "XXX First Annual Poker Tournament.  $XX Buy-In. 
Hosted by XXXX.com".  It will be hosted by a popular online poker site
such as Partypoker.com, ultimatebet.com, or the like.  These are based
outside the U.S. and take care of the administration of the tournament
on their servers, as well as all monetary transactions and winning
payouts.

Please make sure that within your answer, you address the following concern:

The minimum age for gambling at the online sites is 18, but in
California it is 21.  Thus, some of the people who see my posters and
potentially sign up might be under 21.  Am I liable for this for
simply promoting the offshore tournament, or is it legal because they
are dealing entirely with a company based outside the U.S. where age
is 18?

I should also mention that yes, my tournament would be in the interest
of gaining referals in an online poker Affiliate Program.  The
real-money buy-in is set to a level to qualify for a referal
comission.  This may not be relevant to your answer but puts the
venture into context.
