In principle, New Jersey reports traffic violations to other states,
as a member to the "Interstate Driver License Compact. This Compact
will automatically report all moving violations, even those that do
not involve drunk driving, or driving on the revoked. The DMV is
required to assess points when out-of-state moving violations are

However, Wisconsin is not a member of the DLC (Driver's License
Compact). It does not  assess points for out-of-state convictions.

Nevertheless, it will be reported to the Wisconsin DMV and will be on
their records (including whether or not you have paid the fine):

does the wisconsin dmv records affect me in anyway   such as insurance or the like

You'll have to check with your insurer, if there are any implications,
even if there are no points.
