We need a location (URL) where we can locate regulations for ALL
states quickly - a map of links perhaps.  I would like to review
regulations of several states to see if there are any loop holes i can
exploit for my purposes.

The site Beauty Tech provides such a list. The list is from 1999:

Please note, that the list also includes the requirements for
cosmetologists and other beauty related professions, as they are
usually handled by the same board.

You can also find links to individual state boards, in order to
explore the issue yourself (or in cases where it is not clear from the
BeautyTech list if there are any special provisions for barbers, or
