I have been told my someone that they know how to collect raw
information on any topic that can easily be moved into spreadsheets.
For example, he stated "I'm looking at 40,000+ WiFi locations around
the USA. Virtually all locations".
He stated that with this 'method' (perhaps it was just a location) he
could easily obtain information on any topic.
He wouldn't tell me how to do this, as it is a business arrangement he
has with another party.
Can anyone tell me how such easy attainment of info like this can be
achieved? I've not been able to do this through channels such as
public records.

The description you've given is rather broad and covers so much
territory, that it's hard to know esactly what your friend is
referring to.
However, there are certainly many software tools -- which go by the
names spiders, data miners, web scrapers, and assorted other names --
which can extract information from the web and put it into a number of
formats, including spreadsheets.
Do you think these might be the things your friend is alluding to?

He was not refering to spydering sites. Someone he knew found where
this data was readily available.

Like I said earlier, the description is too vague to really be able to
pin down what your friend is doing.
But while we're on the topic, I can really use a spreadsheet list of
tuna-canning factories around the world.
Why not put your pal's claim to the test!
