I need to change my screen resolution to 1024 x 768 to use an updated
application.  My monitor began tweaking out on me.  Granted this is
the monitor that came with the first computer that we ever purchased. 
That was when the operating system was Windows 3.1.  Is that the
problem?  Is there anything I can do?

Yeah, your monitor is probably just too old to handle 
the higher resolution, given how long you've had it.
You could try to see if there's a newer driver for it,
but my bet is that, even if there is, the monitor itself
is just too old to handle it.

If the new application is Google Earth, you may need to
upgrade your video card, as well. The requirements are:

3D-capable video card with 16Mbytes of VRAM

But I tried it with an old Voodoo 3DX 3000 with 16MB
VRAM, and it just wasn't up to the task - it wouldn't
run at all.

Let me know what else you need to call this an answer.

Use [1] link to download a piece of software called Everst Home
Edition (Home Edition is free). Using this software you will be able
to find all the hardware information which is required to find if your
display card and monitor can support  resolution which you are trying
to adjust. Is the green light on your monitor is blinking and becoming
orange?

Using this you will be able to generate a hardware report, please submit that too.

Your monitor is indeed too old, old enough so it can't handle the
1024x768 resolution. You'll need a new one. Use this article for
recommendations on what to look for in a new monitor:

Can you add whats your monitor model...make and model number ... you
will get better answers
