Hello!

I am looking for software that could be used to write comments, make
circles or other figures on images to better explain them.

For instance, I would be making gif or jpeg images of the webpages of
our project. Then I would like to use this software to circle or
highlight certain sections and write notes next to them - just as I
would do if I had a print out of the image and used color
pencils/highliters to do it.

A list of about two to five such softwares on the market would be great.
