I am having trouble with Microsoft Outlook 2003. Everything was
working fine until I decided to change my email address. My default
email address was email1@site1.com. I removed this email address and
added another one. All the servers are correct because I entered the
same information into Outlook Express and have not had a problem.

My problem with Outlook is, is that my email is not being downloaded.
I have to check it alternatively throught a mysite.com/webmail. The
weird part is, is that I can send email through Outlook, but for some
reason, it will not recieve.

I uninstalled a million times, edited the registry a million times,
and reinstalled a million times.

This is very frustrating and I have no idea what to do. Of course, I
could stick with Outlook Express, but since I paid $300 for Office
2003, I would like Outlook to work.

Could you possibly be working offline?  To check this, simply look in
the lower, right hand corner of your Outlook screen.  It will either
say "connected" or "offline".  Can you tell me what it says?

I'm pretty sure It's connected. It doesn't say online or offline
anywhere. Just, Send/Recieve Complete.

If you look in the lower right hand corner of the Outlook 2003 screen
(right above your taskbar clock), there should be a drop down box with
these choices:

Download full items
Download Headers and Full Items
Download Headers
On Slow Conenction Only Download Headers
Work Offline

Make sure work offline is not checked.  Does that solve your problem?

I am positivie it is connected.

I can send mail. I just cannot recieve. All the servers are correct.

Everything works in Outlook Express.

I have a lot of trouble with the bosses at work somehow changing their
Outlook 2003 to work offline and then they complain to me about not
receiving their emails.  That is always the first thing I check.  A
majority of the time, it corrects the problem.  However, you state
that you have created a new account, completely deleting your old one,
including the personalized settings you may have had, including
automatically sending and receiving emails.  This is the only other
thing I can think of (i'm no computer genius but I try!)

By default, Outlook does not automatically check for new e-mail
messages. You can manually check for new e-mail messages as often as
you want by clicking Send/Receive on the Standard toolbar or you can
set it up so Outlook manually does this for you.

1.  On the Tools menu, point to Send/Receive, point to Send/Receive
Settings, and then click Define Send/Receive Groups.

2. Select the group that contains the e-mail account that you want to
regularly check for messages. (If you only have one email address, it
will automatically revert to ?all groups?)

3.  Under Setting for group "all accounts", select the Schedule an
automatic send/receive every x minutes check box.

4.  Enter a number in the minutes box. 

5.  Click Close. 

6.  On the Standard toolbar, click Send/Receive. (This is the only
time you need to click the Send/Receive button.  After this, it will
do it automatically.)

If this helps, let me know and I will post it as an answer.  If it
doesn't, leave the question open and hopefully another researcher will
be able to help!

You've noted using Outlook Express since Outlook has failed
you. This makes me wonder which program is now set as the
default email client.

To check this, open Internet Explorer, and go to the menu
bar up top. Go to Tools -> Internet Options -> Programs 
and see which program is set as the default email client.

Microsoft Outlook is set as the default email client.

It seems like I am going to have to do a clean install of Windows XP
to get this problem fixed.. It's extremely frustrating.

Anyone else have any ideas?

For the record, I did try the following:

Uninstalling, and reinstalling Outlook.
Exporting my account settings from Outlook Express to Outlook 2003.
Uninstalling, deleting registry and personal folder files, and reinstalling.
Restarting computer several times.

Also to clarify the problem,
I am not able to recieve mail from pop3 accounts using Outlook 2003. I
recently removed my old pop3 account and added my new pop3 account to
find out Outlook is sending email messages I compose, but not
recieving ANY mail.

I have used the same account settings using Outlook Express and am not
having any problem.

CM...

Don't do anything as radical as reinstalling XP. It simply can't
be anything that complicated.

Thank you for the links. I read them both completely. However, I am
having no problem what-so-ever sending mail from my pop3 account, It
is receiving where I am having the problem.

I wonder if, in putting in your new email address, you 
somehow created an additional .pst file. You might want
to search your system for .pst files and see if you have
more than one that is not labelled 'archive'.

Outlook can only receive mail from one .pst file, and you
may need to instruct it as to which one it is. This page
on Microsoft may be helpful in sorting out your account(s):

Yes, I tried this already. I searched my computer for PST files and
deleted all of them. I then uninstalled Outlook because it would not
respond without them. I reinstalled and am still having problems.

This is a very odd problem. If no one has any ideas, perhaps someone
may have a program or idea that will allow me to remove Outlook
COMPLETELY from my system.

Remember, I tried uninstalling several times.

We had the same situation with Outlook and it turned out to not be us
but our email providers.
Outlook Express worked fine in every way, Outlook would send and not
receive.  The server had been upgraded and we now had to change the
outgoing info in Tools>accounts>properties>servers.  Once that info
was adjusted it worked fine and no, I have no idea why it still worked
with Express and not Outlook something about security settings are
different in the two of them.  When we asked why we were not notified
of this earlier we were told we had been...by email.
So, I would suggest checking your info with the providers and also
checking your security settings.

This is an interesting idea, but I am not finding how to change it.

I can click Tools, but there is no accounts, only email accounts, and
even if I click that, there is no place to read properties.

Perhaps what happened with you is your internet service provider dealt
with the incoming mail.
