1. Can you point me to a Flash application that can record from a webcame?
2. Can you tell me who could develop a flash application that can
record audio for me?

It's unclear from your question whether you want an application
which can record audio and video from your local PC which can
be broadcast on a network or on the internet at large, of if
you want an application that can run from a website which will
access the webcams and microphones of visitors to your site,
to be broadcast on the internet from your site.
Both types of applications exist, and can be developed and
run by using Macromedia's Communication Server MX in conjunction
with the presence of the Macromedia Flash Player on the target
computers.
An application that accesses and streams a user's cam and audio
from your website will produce a pop-up on the user's computer
such as this illustration on the Flash Player help pages:

Flash MX 2004 is available for purchase or a 30-day trial on
this page:

Flash MX 2004 is capable of accomplishing both of the functions

From what I can see, your second site, Vidipost, partnered
with STi (Solid Thinking Interactive) for the applications
on their site:

Any reason not to utilize them? I very much doubt that
there's a javascript application that has the camera
and microphone access which is already built into the
Macromedia Flash Player, and which a vast majority of
users already have. A Flash application is therefore
a much better solution.
"Partering" with STi may well be more affordable than
simply buying an application, and would mean that they
would use your site as a reference for promoting their
work on their site, as they've done with Vidipost.

Moneymaker, I was looking for a place that sells an application as
opposed to a consulting group. It looks like http://duber.com/ may
sell an application.
I'm sorry to be competing with you to answer my own question but this
info sort of fell into my lap!
I doubt you can do this in javascript but if you can, let me know!
