If you have beaten the Elite Four, you have to go and get Lorelei. She?s in the back of Icefall Cave. You?ll need Waterfall to get to her, and the HM to use it is found in the cave. If none of your pokemon can learn Waterfall, catch a pokemon there. Most can learn it.
