I do not know if term "credit card provider" is correct in this
question. I am an owner of a company, and looking for system that can
help me to provide credit cards for my clients/company staff. Do not
read it wrong, this may not like credit card reseller, where they can
custom look for credit cards, find members, and get % for any
purchases people make.

Here the points:
- Indonesia is my market, most clients will be non US citizen.
- I want to give my clients credit cards such Visa/MasterCard/Amex,
but not like Walmart,KMart,Target kind of credit cards which only can be
used in their stores.
- I do not want these credit cards rejected by any merchants
because they come from Indonesia.
- I am responsible for credit that my clients have. So, provider does
not have to worry about bad debts because all will be put on my
(company) credit rating.
- It means that if I have credit limit for $15K, I can only give total
limit for all my clients $15K.
- So, I want to be able to set limit on every clients. Can be going
up, or can be going down. It is up to me.
- Basicaly I hold their "property", and their limit will be for
example only 30% of their "property" that I hold.
- And one important thing, I have to build online interface for my
clients to check their balance, due dates, etc. Provider at least has
to give my internet protocols to do that, or if they already have web
interface that will be great.

What you wish to become is a bank.  To have your own bank card backed
world wide, you will need to join either Visa, Mastercard or Novus
(Discover) networks.  I do not know, but I think that the minimum
requirements for finacial solvency would be greater than $15,000.

Bank One is the leading provider of vanity cards in the world, but
they will require that each customer have a satisfactory credit
rating.

There are ONLY two options available to you.

1.  You list these people as employees of your company and then have
your bank issue company cards to these "employees".  You will,
however, face significant hurdles in providing an online interface. 
You may have to extract the information from your bank's online system
directly and then incorporate that data into your own, self-developed
system.  Further, depending on who you bank with, you may not be able
to avoid the cards issued as being of Indonesian origin and thus
rejectable based on geographical constraints.

2.  You provide cash up front equal to the sum of the credit limits on
all cards and either convince a bank to issue secured credit cards to
these individuals or outright purchase reloadable debit card products.

In order to actually issue your own cards you must be a member of
either Visa or MasterCard.  Unless you are a bank or other licensed
financial institution, it's totally impossible.  And even then there
are thousands of small banks that are not able to be members of Visa
or MasterCard.

Amex?  Forget it.  Only AmEx can ever issue AmEx unless AmEx owns a
percentage in your bank and allows you to co-brand their cards.

Actually, your ideas are rather foolish and a waste of time even
thinking along those lines.  It's obvious you haven't a clue.
