I use Sound Forge 6.0 & Total Recorder 5.1. to make and edit audio files:

1) Why are Sound Forge files twice as large, and
2) How can I convert without re-recording with Total Recorder.

  Referring to the second part of your question, what do you want to
convert the audio file to? Also what format is the original audio file
(wav, mp3 etc.)?

Regarding your first question:
At which levels did you set up the quality (bitrate) of the mp3s in each program?

Make sure, when you are generating mp3 file, the mp3 compression settings used.
Usually, a 128kbit/s rate with join Stereo is enough. Sound Forge
default settings are probably using a higher bit rate.

Instead of using Total Recorder, and if you can't change compression
setting using  Sound Forge 6.0 (version that I don't really know), you
can use an audio resampler software that will decompress MP3 files and
recompress using different compression settings. See the following
