Greetings Zepo1000,

There *is* a patented, water-based dry erase paint available from JLM
Products and Design - please visit
http://www.jmlproductsanddesign.com/DryErasePaint.htm

Its advertised specs include all your criteria and more. :) Here's a
sample of the specs:

"Ready Write ? dry erase paint is clear so it shows the color, logo,
and lines on the wall !

Imagine floor to ceiling, wall-to-wall, seamless dry erase without
frames or lines...
Imagine walking up to a wall and just start writing...
Then erase everything!
The amazing features continue... It is even repairable! and we back
that with a lifetime warranty.

The process is very simple: roll the Ready Write ? clear coat onto the
wall. Then pass the "cure light" over the surface. The light is a
full spectrum, high intensity light that instantly cures the surface.
After passing the light, the surface is hard and becomes the famous
dry erase surface that holds up to permanent marker, spray paint,
stickers and more."

It states that the skin surface may also be magnetized, if desired.

The company also sells wall overlays or "skins" at
http://www.jmlproductsanddesign.com/DryErasePlusSkin.htm just in case
you'd like that option. The installation page for those:

They have other dry erase options as well, including large wall boards
and moveable partitions.

"dry erase" paint OR coating

I wanted to add that this appears to be the only dry erase paint
formulation on the market (patent protected), and the additional
curing process with the light source is a professional curing
procedure.

Best regards,
