I'm looking for a Win2K utility that will play video from my
connected camera, let me select a sub-region of the video frame,
and then copy this region as a single still image to the system
clipboard. Ideally it has a very simple interface, just a window
that I can drag a rectangle with a mouse and then a button to 
copy the image, but of course I expect it will probably be embedded
in a more featured app. I'm willing to pay up to $20 shareware for
something that does the job.

Greetings!

Is your camera connected via USB, Firewire or an analog video capture
card?  Is this a webcam or a Camcorder?  Live video or off a tape?

Camera connected by either USB or Firewire. I have both and ideally either
would work, but just one is fine. Most programs grab video via VFM or DirectX
so any camera with a driver will probably work.

Live video, no tape.

The point, which I should have mentioned in the first place, is that while
typing up notes in Word, I frequently want to include a diagram which I can
sketch quickly on paper. I'm going to mount a camera looking down at my desk
and want an easy-easy-easy way to just insert the current drawing on my pad
of paper into my Word document. Copy-paste seems like the ideal interface. I
could of course capture an image and save it to disk, or use a scanner, and
then insert the saved image into Word, but this isn't quite easy enough. =)
