Is there any documented "independent" (government, or other...but NOT
magazine article) research
showing the results (pro or con) of using electronic rust protection
on vehicles such as made by Couplertec.  I read somehere that the
Canadian government issued a fraud alert on these items (or was it
just those specific retailers?). Is there any documentation of this
report, or any other like this?

One thing to clarify I am specificaly refering to systems using
"capacitive  coupling".  Impressed current/cathodic systems are
ineffective in free air and only work under water.  There are
manufacurers using the capacative coupling method....my question is
refering to those systems....do THEY actually work?
