Could you be thinking of the Egyptian god Thoth?

I think there may be a connection to the druids, or Celtic Legends .
Heard that opinion tonight.
She has been found as art in a tattoo but thie origin is more important.
The woman has feathers , (wings?)and a bird head.

If it's Celtic legend he mentions, then I have a guess it's the
Morrigan, Cuchulain's foe. This goddess is often represented as a
bird, or has birdlike features.

It also might be referring to harpies.
