Is it legal for residents of St. Vincent and the Grenadines to play
online poker for U.S. dollars in St. Vincent and the Grenadines? 
I.e., can a resident of St. Vincent and the Grenadines legally go
online and play at partypoker.com?  Clarification -- I do not want to
know if it is legal to operate an online poker website in St. Vincent
and the Grenadines.
