Is it legal for residents of Belize to play
online poker for U.S. dollars in Belize? 
I.e., can a resident of Belize legally go
online and play at partypoker.com?  Clarification -- I do not want to
know if it is legal to operate an online poker website in Belize.

I found a pretty credible site that states that it is NOT legal for
residents of Belize to gamble online at sites that are registered in
Belize (of which there are many).

The site is silent, however, on gambling at sites that are registered elsewhere.  

Would that information meet your needs?

I am aware that Belize and Costa Rica do not allow sites licensed
within the country to permit residents of the host country to play, so
no, that would not be helpful information to me.  Thank you for trying
