Is it legal for residents of Panama to play
online poker for U.S. dollars in Panama? 
I.e., can a resident of Panama legally go
online and play at partypoker.com?  Clarification -- I do not want to
know if it is legal to operate an online poker website in Panama.

Panama passed internet gaming rules in 2002, designed, in part, to
encourage online gaming operations in the country.  The English text

I am certainly not an expert in this area of law (or any other area,
for that matter).  But my reading of Article 9 is that citizens of
Panama cannot gamble on online sites registered in Panama:

The Systems for Electronic Communication Games operating in or from
Panama, shall not be used by the persons residing in the country.
