It would seem that the actual quote is "The Americans have not only
sent a Ramadan gift to Iraq, but also to each member of the Islamic
Ummah."

The news item appeared in Inqilab on the 25th of December 1998. 
Inqilab is a Bengali-language daily newspaper.

"America's Ramadan Gift For 1.4 Billion Muslims" 
Pro-Iraq Inqilab had this editorial (12/25): "The Americans have not
only sent a Ramadan gift to Iraq, but also to each member of the
Islamic Ummah. How long do we have to tolerate their arrogance
silently? How long shall we let them bathe in our blood? No more
burning the effigies of Clinton and Blair, no more rallies and
processions only. The Muslim Ummah will have to stand beside the
Iraqis breaking the unjust sanctions. This is the way that we must
reply to their Ramadan gift."

gift from Chad Rickenberg"

felicitation on the body of a bomb?"
