Racecar is not a Google Answers Researcher, so he won't be able to
post an answer nor collect a fee.

You can tell Google Answers Researchers from site users who are not
GARs by noting the way the username is displayed. GAR usernames are
hyperlinks, and are highlighted in blue. Other site users' names are
standard bold text. If you click the username of a Google Answers
Researcher, you'll be taken to that person's answer history, where you
can see his or her rating and past questions he or she has answered.
