Could you clarify your question?  There doesn't seem to be a
political-science term "constituency differences," in contrast to the
term "pork-barrel spending."  Are you asking how pork-barrel spending
differs due to constituency differences, or something else?

I'm going to hazard a guess:

|Pork barrel is a derogatory term used to describe government spending
that is intended to enrich constituents of a politician. Typically it
is funding for special projects that benefit only a small number of
people|

eg: it is the likely product of 'log rolling'
    Selling support, in return for a chance to 'bring back the bacon'.

Constituency Differences is /also/ a new one to me, I guess it is a
term that a political scientist/author has coined
- probably in a paper you should have read.

In that case it can be paraphrased as :-
  'Genuine differences between two or more constituencies that merit
an uneven distribution of government spending'

For example Rhode Island has a smaller road network than Arkansas

If this rings a bell, then Aristotle's definition of Justice could be useful:-
  Treat equals equally, 
  unequals unequally, 
  with due regard to the relevant difference

If my hunch is correct, one is 'taking advantage' and the other is a 'fair deal'
eg: 'Justified' versus 'un Justified' discrimination in allocation of funding.
