I am looking for someone to develop an E Commerce Site which allows
(Users to write Computer based training modules and deliver them to
others. The client will manage their students in their own admin
section as if it was their own site. I will host it for them. The
lessons need to be dynmaic (Flash / Powerpoint etc with sound) 
Reporting features will show progress and test results of each student

I need some clarification about the question:

1) How much is 'cheap' for you? Please specify the amount/range.

2) By 'dynamic' do you mean a website that is Database based. Since
you mentioned having an "admin area" I understand that you you are
looking for a Content Management System (CMS) based website(the
section of the website where you make changes to the content/design
etc) or are do you want to dynamically deliver Flash movies? That will
be not be possible for cheap rates.

You can also try any of the service auction websites like elance.com,
where you can specify the details of your project and get bids from
prospective service providers.
