According to NYC press release # 03-24 which announced that the
Environmental Control Board had given the city the authority to double
the sanitation fines as of July 1, 2003, a violation of Sanitation
Code S 10, 16-118(6) [essentially a littering ordnance governing
(among other things) the improper disposal of ?noxious liquids? and
?other filthy matter? in public places] which once potentially
resulted in a $50 fine, was raised to a potential $100 fine.
