What type of encryption is used for the bar code on North Carolina's
and Georgia's drivers licenses?  They both have 2D bar codes that are
in PDF417 format, but they are encrypted.  Specific types of things we
are looking for are: trying to learn which method of encryption was
used (by what technique...say DES56, AES128, RC4), what year those
states started using encryption on their bar codes, and have they ever
released the key to anyone or groups for legitimate use, or what
programs make use of their (NC and GA) bar code.
