Can someone provide me a copy of Lindbloom's "muddling through"
article? So far, I found tons of citations, but not the text itself.

I'd like to be able to help, but I'm not sure how.  We can't post an
actual copy of the article as an answer, since it's copyrighted.

Short of that, there are likely to be academic databases where you can
retrieve a copy -- these may be available at a local library.  There
are also commercial service that can find and email you a copy, for a
fee, of course.

Are either of these options of use to you, at all?  Let us know how we
can best assist you.

The above suggestions pretty much cover it, but you can also consider
trying to buy the book where the article was reprinted--by searching
on used book sites.  If the ISBN of the book you want is 0137617186,
then looks like Amazon has your book used for $1.69 + shipping.
