I am attempting to identify a provide of "Colocation Service" Data
Center rental space in the following 4 cities:  atlanta ga,
jacksonville fl, washington dc, and baltimore md.  They must rent
rack/cabinet space and maybe even rage space.  The management of the
equipment will be managed by me.  If you have the answer please
provide data center location, contact info, and url addresses.   I am
hoping for a single provider for all 4 cities if possible.

Have you taken a look at the major backbone providers?  I'll give you
an example below of one that offers what your looking for in the
cities requested.

You'll notice they are in each of the cities you requested.  From what
I know, they can most likey either offer you space in their datacener
(which will only allow you to use their bandwdith) or you should be
able to find a carrier neutral facility which will allow you to choose
which backbone you prefer (or many for that matter).
