I have a 99 Honda Accord which was purchased in USA. I am moving to
Canada. Canada requires Daytime Running Lights(DRL) on cars. "Canadian
Tire", a superstore in Canada, will charge about $200.

I want to achieve this at a minimum cost. Also, I have no knowledge
about the car wiring etc.

DRL keeps the headlights on all the time, at a reduced intensity, even
when the headlight knob is off.

Simply turn on your headlights every time.  You will also benefit from 
amber corner lights and illuminated tail lights.
 
Older model cars were grandfathered and not *required* by law to
upgrade/modify lighting systems.
The law was enacted to reduce collisions and because some people
persisted in driving their low gray car in the rain at dusk on
two-lane 55 mph highways without lights (like in Scotland).

I think it is mandatory for imported vehicles (manufactured after Nov 1989).

Hi,

it is illegal to change something in the headlamp. A very easy and
cheap solution is a additional daytime running light for exapmle from
Hella:

It costs maximum 60 Dollar for two.
