follow directions, or good reasons for citizens to follow directions,
or something else? Also, which nation's laws are we speaking of?

The best reason I can think of for police officers to follow
directions is that, if they do not follow the guidelines of procedure
that are laid out for them, the people they've arrested might later be
set free because the officers did not observe the law's requirements.
A good example would be the consequences if an officer fails to inform
a suspect of his rights.
